The Legislative Council
The Victorian Legislative Council has 40 members, elected by proportional representation and preferential voting from eight regions, each electing five members. A quota for election is therefore 16.7%, but until the 2022 election the preferential system made it possible to be elected with far fewer votes if preference deals were done which benefitted minor-party candidates.
At the 2022 election, Labor won 15 seats, a loss of three, the Liberal-National Coalition won 14, a gain of three, and the Greens won four, also a gain of three. Six minor parties won seven seats between them, a net loss of three. The four "broad left" parties - Labor, the Greens, Legalise Cannabis and Animal Justice - won 22 seats between them, giving them a majority over the right-wing parties - the Coalition, the DLP, Shooters, Liberal Democrats and One Nation. The right-wing parties need a net gain of three seats to gain a majority.
In July the Victorian government legislated to abolish the system of automatic allocation of preferences, a system which has enabled minor-party candidates to be elected with very few primary votes. This makes it almost certain that Animal Justice, the DLP, Legalise Cannabis, the Libertarians and the Shooters will lose their seats at this election. Current polling shows One Nation polling well enough to win seats under the new system.
