Narre Warren North District
Narre Warren North was created in 2002, when the old seat of Berwick was abolished. It takes in the centre and north
of Narre Warren, plus Hallam, Endeavour Hills and parts of Berwick. Thirty years ago these were semi-rural areas.
Now they are fast-growing urban centres. Narre warren has 26,000 people and Berwick nearly 50,000. The seat is a mix of low-income
areas such as Hallam and some very affluent areas on the northern fringes of Berwick and Narre Warren.
Berwick was held from 1992 to 2002 by a Liberal, Dr Robert Dean. Shortly before the 2002 election it
was revealed that Dean, then shadow treasurer, had failed to enrol to vote, making him ineligible for election. This
debacle damaged the Liberal brand so badly that Labor easily won this seat, as well as the neighbouring new seats of
Gembrook and Narre Warren South.
Luke Donnellan, Labor MLA for Narre Warren North since 2002, worked in the finance industry and was a staffer for
several Labor MPs before his election. He became a parliamentary secretary in 2006 and has been Minister for Roads and Road Safety
and Minister for Ports since 2014.
