Status: Very marginal Labor

Pakenham was created 1992 and abolished in 2002. It was re-created at the 2021 redistricting, formed from the northern part of the seat of Bass and the southern part of the abolished seat of Gembrook. Most of its voters are in the town of Pakenham, once a country village but now a fast-growing outer suburb with 55,000 people. Labor wins most of the polling places in Pakenham and the smaller town of Officer, while the Liberals do best at Pakenham Upper at the northern end of the seat.

At its creation Pakenham had a notional Labor majority of 2.2%, and was high on the Liberal Party's target list, but at the 2022 election the Liberals gained a swing of only 1.8%, leaving Labor's Emma Vulin with a margin of 0.4%. Pakenham is Labor's second-weakest seat, after the neighbouring seat of Bass. It is a seat the Liberals must win if they are to win the 2026 election.

Emma Vulin is a former veterinary nurse and has been a staffer for state and federal Labor MPs. In April 2024 she was diagnosed with motor-neurone disease, and will not contest the 2026 election. This will make it more difficult for Labor to retain the seat.
