South-West Coast was created in 2002, when the old seats of Portland (created 1859) and Warrnambool (created 1856) were amalgamated. Both these seats occasionally elected Labor members, and South-West Coast has never been a completely safe Liberal seat, although Labor has never won it. The seat was held from 2002 to 2015 by Dr Denis Napthine (MP for Portland 1988-2002), who was Premier from 2013 to 2014. Roma Britnell won the by-election following Napthine's resignation.
