Polwarth was created in 1889, and has always been based on Colac and surrounding rural areas. Like all country seats, it has a very low proportion of people born overseas, of graduates and of high-income households. Recent redistrictings, however, have moved the seat eastwards, taking in the towns of the Surf Coast and shedding rural areas to the west. Since the Surf Coast (particularly Torquay) now votes strongly Labor, this has sharply cut the Liberal margin. Recent members (all Liberal): Cecil Burgin 1970-85, Ian Smith 1985-99, Terry Mulder 1999-2015, Richard Riordan since 2015.
