Benambra has existed since 1877, and has always taken in the towns of the upper Murray Valley and the Victorian Alps. It is a largely rural seat, with Wodonga as its largest centre. It has never elected a Labor member. The Country Party held the seat for many years, but since 1976 it has been safe for three successive Liberal members. Lou Lieberman (1976-92) was a minister in the Hamer and Thompson governments. He was succeeded by Tony Plowman (1992-2006) and Bill Tilley.
Bill Tilley, Liberal MLA for Benambra since 2006, served in the Australian Army and Victoria Police before entering politics. He was briefly a Parliamentary Secretary in the Baillieu government. He is retiring at the 2026 election.
