The UFC issued the following statement explaining how they 
obtained these figures:

"L’UFC a procédé à la compilation systématique et minutieuse des 
résultats de l’élection présidentielle du 1er juin 2003 à partir des 
procès verbaux signés et remis aux délégués représentant les 
candidats dans les 5296 bureaux de vote officiellement répertoriés 
par la Commission Electorale Nationale. 

"Une grande majorité des procès verbaux ont été transmis par les 
délégués du PFC/UFC, représentant le candidat Bob AKITANI. Dans de 
nombreux bureaux de vote de la région septentrionale où soit les 
délégués du PFC soit ceux d’autres partis de l’opposition n’ont pas 
été autorisés à participer au dépouillement, copie des procès 
verbaux ont été obtenus auprès des délégués présents."

Various news sources have commented on election observers:

"The European Union and leading Western vote-monitoring organisers 
refused to send official observers to this election, saying the 
setup of the election commission and other government ground rules 
made the vote fatally flawed in advance."

"Election observers from the African Union, the Economic Community of 
West African States (ECOWAS) and the Entente Council [a loose 
grouping of Benin, Burkina Faso, Cote d'Ivoire, Niger and Togo] 
told reporters that they did not witness widespread fraud as the 
opposition had claimed. While there were some irregularities, 
they said, the voting went on smoothly. The irregularities did not 
discredit the vote, they said."
