Russian voters cast two votes, one for a Duma member representing a single-
member constituency, and one for members elected on a proportional basis. 
Since more than half of the single-member seats were won by independents, the 
proportional vote gives a better indication of party strengths.

The "Others" are mostly independents who will support President Putin's party, 
United Russia. This will give Putin almost complete control of the 
legislature.
