RUSSIAN FEDERATION DUMA ELECTIONS OF 19 DECEMBER 1999 VOTING BY ELECTORAL DISTRICT (OKRUG) ==================================================================== 1. Russian voters cast two votes, one for a Duma member representing a single-member constituency, and one for members elected on a proportional basis. Since more than half of the single-member seats were won by independents, the proportional vote gives a better indication of party strengths. These tables give the proportional vote by electoral district (Okrug). After each table I have given the name and (where there is one) party affiliation of the Duma member elected for the Okrug. Where no party affiliation is shown the Duma member elected is an independent. 2. The listing of Okrugs is in English alphabetical order. The Cities of Moscow and St Petersburg come first, followed by the Oblasts (regions) and Krays (territories) of the Russian Republic proper. Then come the 21 Autonomous Republics within the Russian Federation, and finally 12 Autonomous Okrugs. 3. Parties polling less than 2% of the vote in each Okrug are grouped with "others." 4. Since I do not read Russian, I have found the statistics provided by the Russian Electoral Commission a little difficult to follow. In particular, the percentage votes given for each party differ slightly from the percentage which is obtained by dividing a party's vote by the sum of all the valid votes cast. I do not know why this is, but I have used the Russian Electoral Commission's percentage figures as I have found them. This means that the total of percentages in each Okrug generally do not add up to 100%. Inter-Regional Movement / Unity is the party associated with Vladimir Putin. Our Home Russia is the party associated with Viktor Chernomyrdin. Union of Right Forces is the party associated with Sergei Kirienko. Yabloko is the party associated with Grigori Yavlinsky. These parties are all broadly in support of market reform and a democratic political system. They are opposed by the two Communist groups (KPRF and K-TRSS), the anti- reform groups Women of Russia and the Pensioners' Party, and on the extreme right by the Zhirinovsky Bloc. Russian politics are very fluid and party loyalties are weak, with Duma members frequently changing parties.
