PAPUA NEW GUINEA LEGISLATIVE ELECTION OF 15 TO 29 JUNE 2002 =================================================================== Elections to the House of Assembly Source: Papua New Guinea Electoral Commission Note: Papua New Guinea has no real party system and most Members of Parliament function as independents, although they give themselves various party labels. This tendency is reinforced by the electoral system, which combines first-past-the-post voting in single-member constituencies with large numbers of candidacies, making election to the House largely a matter of chance. I have therefore not attempted to provide a national summary of voting by party, which would be a meaningless exercise. At these elections there were widespread irregularities, amounting in the Southern Highlands province to a complete breakdown of the electoral process. Nevertheless, of 109 seats in the House of Assembly, 93 were "declared" by 5 August. The House met on 5 August and elected Sir Michael Somare as Prime Minister by 88 votes to nil. By the end of August all but six seats had been declared. By-elections will be held in these seats, where the poll was held to have failed. The PNG Electoral Commission has provided the following breakdown of MPs elected by party. Only the largest of these parties have any real existence, the rest being merely labels adopted by individual candidates.
