REPUBLIC OF NAURU LEGISLATIVE ELECTION OF 23 OCTOBER 2004 =================================================================== Election to the Parliament VOTING BY CONSTITUENCY =================================================================== Nauru uses a system of preferential voting in which voters vote for the candidates in their constituency in order of their preference. A first preference vote counts as a whole vote, a second preference vote counts as half a vote, a third preference vote as one-third of a vote, and so on. The voting figures given here are the total value of all the votes cast for each candidate. The total value of the votes recorded in each constituency will therefore be the number of valid votes cast (x) plus half x plus a third x plus a quarter x and so on, up to the number of candidates in the constituency. There are no formal political parties in Nauru. The election was a contest between supporters and opponents of the government of President Ludwig Scotty. Scotty's supporters are reported to have won 11 of the 19 seats. Where I am aware of MPs' loyalties this is noted.
