REPUBLIC OF LEBANON LEGISLATIVE ELECTIONS OF 27 AUGUST AND 3 SEPTEMBER 2000 ================================================================== Elections to the Majlis al-Nuwab (Assembly of Representatives) Sources: Lebvote website, CIA World Factbook Introduction Lebanon has restored parliamentary government since the end of its civil war in 1991, but cannot be described as a fully functioning democracy. Syrian troops continue to occupy parts of the country, and private armies remain in existence. Although 70% of the population is Muslim, the constitution requires that Christians and Muslims each have 50% of the seats in the Assembly. Lebanon has many political parties, but by tacit agreement, parliamentary elections are not conducted on party lines. This is because the major political issues - the pro-Christian bias in the political system and the presence of Syrian troops - cannot be raised in politics for fear of re-igniting the civil war. Each religious community is allocated a fixed number of seats in the Assembly, but voters are able to choose freely among candidates within each religious community list. The term is used for Christians of the Byzantine rite in communion with Rome. Apart from the Armenians, most Lebanese are of Arab ethnic descent. The country is divided into 13 electoral districts, and in each district there are lists of candidates from the various religious communities from among whom voters may choose, although a fixed number of candidates from each list must be elected. Thus in practice Muslim voters' votes carry less weight than do Christian voters' votes. Within the religious community lists, some candidates belong to various political parties, although these are not recognised for electoral purposes. In the following tables the Party column shows the unofficial party labels given at the Lebvote website. Most of these parties are in fact local, and represent the interests of local political or religious leaders. These groupings then form informal alliances in the Assembly. The column headed % 1 shows the votes polled by each candidate as a percentage of the votes cast within that religious community. The column headed % 2 shows the votes polled by each candidate as a percentage of the votes cast within the district as a whole. Where a community elects more than one Deputy within a district, the votes have been divided by the number of Deputies elected to give an approximate number of voters, and the votes cast for each candidate have been divided by this figure to obtain an approximate percentage of voters supporting each candidate. Candidates appear in the order given at the Lebvote site, which is alphabetic by first name for Arabic names. Spellings are also as given, though variant versions appear even at that site.
