Seats are allocated among the various confessional communities, but members are elected from geographical circumscriptions. Thus the circumscription of Akkar must elect 3 Sunni Moslems, 2 Greek Orthodox, 1 Alouite Muslim and 1 Maronite. Voters of all confessions are free to vote for whichever candidates from these communities they wish, but no Shi’a Muslim, for example, may stand for election in this circumscription. The electoral law requires that equal numbers of Christians and Muslims be elected overall, even though Muslims are 60% of the electorate. Because voters may cast as many votes as there are deputies to be elected from their circumscription, it is not possible to give national vote totals.
