None of these parties won more than two seats. It will be noted that because of the high level of invalid votes, the MPS actually polled only 45% of the votes of those casting votes. It will also be noted that despite the fact that the electoral system is supposed to be proportional, the MPS won 72% of the seats with only 52% of the valid vote. This is because the opposition was so fragmented among numerous minor parties that in many Departments the MPS won all the seats with a minority vote.
