Unlike most South American countries, Bolivia does not have a run-off when no candidate polls 50% of the vote. This allowed Banzer, a former military dictator, to win with less than one quarter of the vote. If a run-off had been held between Banzer and Durán Saucedo, the latter would have been supported by Paz Zamora and would probably have won.
