VICTORIA ========================================================================== LEGISLATIVE COUNCIL ========================================================================== ELECTION OF 25 NOVEMBER 2006 ========================================================================== Showing ministerial and parliamentary offices held in the period 25 November 2006 to 27 November 2010 Voting figures are taken from the Victorian Electoral Commission website. Full distributions of preferences are not shown. At this election a new method of electing the Legislative Council was adopted. Victoria was divided into eight regions of equal population, each electing five members by proportional representation. This reduced the Council's mebership from 44 to 40. All members were elected for four-year terms, ending the principle of over-lapping mandates which had existed since 1856. With a smaller Council and a quota for election of 16.7%, it was inevitable that Labor would lose the majority in the Council it had gained in 2002, and that the minor parties would win seats. In the event Labor lost six seats and the Nationals lost two, while the Liberals retained their 15 seats. The Greens won three seats and the DLP one (with a state- wide vote of 2.0%). This meant that the Labor government could pass legislation with the support of the Greens.
