VICTORIA ========================================================================== LEGISLATIVE COUNCIL ========================================================================== ELECTION OF 30 NOVEMBER 2002 ========================================================================== Showing ministerial and parliamentary offices held in the period 30 November 2002 to 25 November 2006 Voting figures are taken from the Victorian Electoral Commission website. The Labor landslide victory at this election flowed through to the Legislative Council. Labor gained eleven seats* from the Liberals, winning a clear majority in the Council for the first time. The Liberals gained North-Eastern from the Nationals, and also gained Western at a by- election held concurrently with the general election. The Labor government used its majority in both houses to reform the way the Legislative Council was elected. The Council was reduced to 40 members, elected by proportional representation from eight regions electing five members each, all for four-year terms. The government did this knowing that under the new system it would lose its majority in the Council, and also that a number of Labor members would lose their seats. In the event, of the 25 Labor members of the 2002-06 Council, only eleven were re-elected in 2006, while nine retired (most involuntarily), two transferred to the Legislative Assembly and three were defeated. Only four of the 12 Labor members who won seats from the Liberals at this election were re-elected in 2006. Of the 15 Liberals in the 2002-06 Council, nine were re-elected and six retired, while two of the four Nationals were re-elected and two retired. * Central Highlands, Chelsea, Eumemmerring, Geelong, Higinbotham, Koonung, Monash, Silvan, Templestowe, Waverley and Western Port.
