Labor gained three seats from the Liberals (Ballarat, Chelsea and Geelong), and also won the concurrent by-election in Ballarat Province caused by the resignation of Hon Rob Knowles to contest the Legislative Assembly. This gave Labor a total gain of four, but still left the Bracks Labor government with only 14 seats, to 30 for the Coalition. The Liberals won Ballarat Province in 1996 but the member elected resigned before the 1999 election and Labor won the by-election which was held concurrently with the general election. This explains why the Liberals have 24 seats and Labor has 14. 2. Labor did not contest Higinbotham and Templestowe provinces, allowing the Democrats and the Greens, respectively, to contest those seats against the Liberals. In exchange the Democrats and the Greens gave their preferences to Labor in other seats. The Liberals retained both seats. This arrangement somewhat reduced the Labor vote and increased the vote for the Democrats and the Greens. 2.
