VICTORIA ==================================================================== LEGISLATIVE ASSEMBLY ==================================================================== THE FIFTY-FOURTH PARLIAMENT ELECTED 18 SEPTEMBER 1999 ==================================================================== Showing ministerial and parliamentary offices held in the period 18 September 1999 to 30 November 2002 Voting figures are taken from the Victorian Electoral Commission website. Jeff Kennett’s Liberal-National coalition government suffered an unexpected defeat at this election, despite Kennett’s apparent domination of Victorian politics since 1992. There was a sharp swing against the government in regional areas, caused by Kennett’s high-handed attitude to regional transport and other issues. This cost the government ten regional seats: eight (Ballarat East, Ballarat West, Bendigo East, Geelong, Gisborne, Narracan, Ripon and Seymour) lost to Labor and two (Gippsland East and Gippsland West) to independents. The metropolitan area produced a smaller swing, but still enough to cost the Liberals five seats (Carrum, Frankston East, Mitcham, Oakleigh and Tullamarine). The Liberals won Warrnambool from the Nationals. These losses reduced the government to 43 seats, two short of a majority. The election hung in balance while a delayed election (caused by the death of the sitting member the day before polling day) was held in Frankston East. The three rural independent members then agreed to support a minority Labor government and Steve Bracks became Premier on 20 October. Kennett resigned from Parliament at once and Labor won the resulting by-election in Burwood. Pat McNamara resigned as Nationals leader, and when he resigned from Parliament in April 2000, Labor won the Benalla by-election as well. This gave Labor 44 seats for the rest of the Parliament. Kennett was succeeded as Liberal leader by Dr Denis Napthine, but in the face of the Labor government’s very strong polling he was deposed in August 2002 and replaced by Robert Doyle. Peter Ryan succeeded McNamara as Nationals leader. This election marked the last appearance of the Australian Democrats and the first appearance of the Australian Greens in a Victorian election.
