Jeff Kennett’s Liberal-National coalition government was re-elected with its large majority almost intact at this election. Labor gained three seats (Bendigo West, Essendon and Ivanhoe) from the Liberals, while losing Carrum to them. The Liberals lost Mildura to an independent. The Liberals again won a majority of seats in their own right, but maintained the coalition with the Nationals. John Brumby initially survived Labor’s heavy defeat, but in March 1999 he was replaced by Steve Bracks. The Returning Officer then determined that seven of these votes were informal, and the remaining 105 votes were allocated to one or other of the final two candidates. This means that these votes are missing from the intermediate distributions of preferences. The formality of these votes should have been determined at each stage of the distribution of preferences, and figures for challenged votes should not appear in the official return.
