John Cain’s Labor government won an unprecedented third term at this election. Despite a swing against it, Labor lost only one seat (Warrandyte), retaining a narrow but firm majority. The only other change was that the Liberals won Mildura from the Nationals. Liberal disappointment at the loss focused on Jeff Kennett, and in May 1989 he was replaced as Liberal leader by Alan Brown. But in April 1991 Brown’s lacklustre performance allowed Kennett’s supporters to stage a party-room coup and return him to the leadership. Peter Ross-Edwards resigned as Nationals leader after the election and was replaced by Pat McNamara. Labor’s victory celebrations were short-lived, as the Cain government was soon overtaken by a series of disasters, some of its own making, some forced on it by federal government policies and the state of the economy following the 1987 stockmarket crash. Deputy Premier Robert Fordham resigned and the Labor Party’s left wing was able to install Joan Kirner as his successor. Cain became frustrated at his inability to impose the spending cuts he believed necessary to deal with the state’s financial crisis. In August 1990 he resigned, and Kirner became Victoria’s first female Premier. Her government proved no better than Cain’s at solving the state’s problems.
