VICTORIA ==================================================================== LEGISLATIVE COUNCIL ==================================================================== ELECTION OF 2 MARCH 1985 ==================================================================== Shows ministerial and parliamentary offices held by MLCs in the period from 2 March 1985 to 1 October 1988 Voting figures are taken from “Legislative Council, Statistics Relating to the Periodical Election Held on Saturday the 2nd March 1985,” Government Printer Melbourne 1985. The 1984 redistribution finally abolished the principle of lower enrolments in country seats which had operated in the Legislative Council ever since 1856. The result was the abolition of one country seat (Bendigo) and the creation of a new suburban seat (Eumemmerring). This transferred one seat from Liberal to Labor. In addition, Monash (which the Liberals had won in 1982), was made marginally Labor on the new boundaries. To offset this, Gippsland and Templestowe (which Labor had won in 1982) were made marginally Liberal. The Labor seat of Thomastown was renamed Jika Jika. Labor needed to win three seats to gain a Council majority for the first time. To improve its chances Labor came to an agreement with the Australian Democrats. Labor dropped its policy of abolishing the Council and agreed to introduce proportional representation, which would allow the Democrats to win seats in the Council. In exchange, the Democrats directed their prefrences to Labor. The result was that Labor won Boronia and Nunawading, which with the new seat of Eumemmerring gave Labor 23 seats. Democrat preferences did not flow to Labor as strongly as expected, so that Labor lost Monash and failed to win Ballarat, Central Highlands, Gippsland or Templestowe: all seats with Liberal majorities under 2.5%. The Nationals won Western from the Liberals. Labor won Nunawading by literally the narrowest possible margin – on the casting vote of the Returning Officer after a tie between the Labor and Liberal candidates. The Liberals successfully challenged the result in court, so that the elected Labor member could not take his seat, which left the Council tied 21-all after a Labor member was elected President. In August the Liberals easily won the Nunawading by-election, giving them and the Nationals a 22 to 21 majority on the floor of the Council.
