Labor made its first significant gains in the Legislative Council since 1952 at this election, winning three seats (Chelsea, Geelong and Waverley) from the Liberals, plus the new seat of Thomastown for a total gain of four. Labor failed to retain Ballarat, which it had won at the 1978 by-election. The Liberals won the new seats of Central Highlands and Nunawading, while losing their abolished seat of South-Western, for a net gain of one. The Nationals lost the abolished seat of Northern. The Australian Democrats contested eight seats with only modest results.
