The Labor Party achieved its first real breakthrough since the split of 1955 at this election, gaining ten seats from the Liberals (Bentleigh, Essendon, Geelong East, Glenhuntly, Greensborough, Heatherton, Oakleigh, Prahran, Springvale and Werribee) and reclaiming Coburg from the independent member. The Nationals won Lowan from the Liberals, who retained majority government by one seat, and only because they held St Kilda by 83 votes. The Liberals increased their majority in August 1980 when a National Party backbencher changed parties. The Liberal setback was due partly to demographic change (particularly the industrialisation of the south-eastern suburbs of Melbourne), partly to the unpopularity of the Fraser federal government, partly to the fading of the Cold War issues which had served the Liberals so well, and partly because the Liberals had been in government for 24 years and were seeking an extraordinary ninth term. But Dick Hamer as Premier inevitably had to accept responsibility, and the conservative wing of the Liberal Party led by Ian Smith and Jeff Kennett undermined his leadership over the next two years. Hamer resigned in June 1981 and was succeeded by Lindsay Thompson. It was a mark of the heightened expectations in the Labor Party that Frank Wilkes got little credit for Labor's best result for 27 years. His leadership was also undermined, and in September 1981 he was defeated in a party-room ballot by John Cain, son of the last Labor Premier. The Australian Democrats polled a modest 5.4% at their first state election, and their preferences made little difference to the outcome. They did not direct their preferences, and in seats where they were distributed they ranged from 63% to the Liberals (in Evelyn) to 70% to Labor (in Geelong East). The average was 51.4% to the Liberals. In seats where Democrat preferences were not distributed I have divided them 50/50*.
