VICTORIA ==================================================================== LEGISLATIVE COUNCIL ==================================================================== ELECTION OF 20 MARCH 1976 ==================================================================== Shows ministerial and parliamentary offices held by MLCs in the period from 20 March 1976 to 5 May 1979 Voting figures are taken from "Legislative Council, Statistics Relating to the General Election Held on Saturday the 20th March 1976," Government Printer Melbourne 1976. The 1975 redistribution was the first complete redrawing of Legislative Council boundaries since 1937. The disparity of enrolments between country and urban Provinces was retained: the nine country Provinces had an average enrolment of 83,170, while the 13 urban provinces had an average enrolment of 116,826. This plus the enlargement of the Council meant no loss of country representation. Northern was abolished, but was replaced by Central Highlands. South-Western was stripped of its rural areas and renamed Geelong. But regional representation fell proportionally, because four new Provinces were created in Melbourne: Chelsea, Nunawading, Thomastown and Waverley. The big winner from these changes was the Liberal Party. It won Central Highlands and three of the four new urban Provinces, while also winning Gippsland from Labor. The Nationals were thus not compensated for the abolition of Northern, and failed to regain Gippsland, which they had lost to Labor in 1970. Labor gained no seats from the Liberals, gaining only the new safe seat of Thomastown. In October 1978 Labor won Ballarat at a by-election.
