VICTORIA ==================================================================== LEGISLATIVE ASSEMBLY ==================================================================== THE FORTY-FOURTH PARLIAMENT ELECTED 29 APRIL 1967 ==================================================================== Showing ministerial and parliamentary offices held in the period 29 April 1967 to 30 May 1970 Voting figures are taken from Colin A Hughes, "Voting for the Australian State Lower Houses, 1965-1974," ANU Press 1981, and have been checked against the figures in "Votes and Proceedings of the Legislative Assembly." Sir Henry Bolte demonstrated his complete mastery of Victorian politics by winning a fifth term, with an increased majority, at this election. He achieved this despite a fall in the Liberal vote. The increase in Liberal seats was partly due to a favourable redistribution (in turn the result of rapid suburban population growth) and partly due to Labor's failure to make any gains in the marginal seats, despite a slight rise in its vote. The 1965 redistribution abandoned the "two-for-one" principle which had been adopted in 1955. It created a three-tiered system, with seats in Melbourne having an average enrolment of 25,000, seats in Ballarat, Bendigo, Geelong and the La Trobe Valley having 22,250 and rural seats having 18,200. This protected both Country Party and rural Liberal seats from abolition, while allowing for the creation of new seats in the Melbourne suburbs. The redistribution abolished seven Liberal seats (Burwood, Elsternwick, Mornington, Mulgrave, Ormond, Ripponlea and Toorak), but created 15 new Liberal seats (Bellarine, Bennettswood, Bentleigh, Dromana, Frankston, Gisborne, Glenhuntly, Glen Iris, Greensborough, Heatherton, Mitcham, Monbulk, Narracan, Sydnal and Warrnambool), of which the Liberals retained every one. The redistribution abolished five Labor seats (Fitzroy, Flemington, Geelong West, Grant and Yarraville), while creating only three new ones (Deer Park, Geelong North and Sunshine). One Liberal seat (Moonee Ponds) was changed into a Labor seat. One new Country Party seat (Shepparton) was created. Thus, overall, the redistribution gave the Liberals a net gain of seven (from 38 to 45), Labor a net loss of one (from 18 to 17) and the Country Party a gain of one (from 10 to 11), for a total of 73, an increase of seven. The only seats to change hands at the election were Lowan (from Liberal to Country) and Coburg (from Labor to independent). The real cause of Labor's hopeless position was thus its failure to win any seats in the fast-growing eastern suburbs of Melbourne, where most of the new seats were. Clive Stoneham resigned as Labor leader after the election and was succeeded by Clyde Holding. In December 1969 Holding achieved his first success by winning the Dandenong by-election with a large swing.
