Candidates' given names are taken from "The Age." The LCP gained one seat (Bendigo Province) from Labor at this election, giving the LCP an overall majority of 18 to 16. But in October 1964 Labor won South-Eastern Province from the LCP at a by-election, once again reducing the LCP to a minority after providing the President. By 1967 it was 30 years since the last redistribution of Legislative Council boundaries, during which time there had been a sharp population decline in inner-city areas and some country areas, and an enormous population increase in the Melbourne suburbs. As a result enrolments varied grotesquely at this election, from 40,806 in Melbourne Province to 263,979 in Southern Province, which encircled Melbourne and included most of the post- war suburban growth. The average enrolment was 96,194. The joint Labor-Country Party majority in the Legislative Council had blocked efforts by the government to redistribute electorates, since both parties feared losing seats to the LCP. In 1965 the government struck a deal with the Country Party, which provided for the enlargement of the Council from 34 to 36 members, so that one new suburban Province would be created and no country Province abolished.
