Candidates' given names are taken from "The Argus." In accordance with the agreement between Labor and the Country Party that allowed the CP leader John McDonald to form a government in 1950, legislation was passed abolishing the property qualifications for voting for, and being elected to, the Legislative Council. This ended a century of domination of the Council by the wealthy. The result was that 845,000 low-income earners gained the right to vote at Council elections. This reform, together with the unpopularity of both the non-Labor parties in Victoria and the Menzies federal Coalition government at this time, gave Labor a huge victory at this election. Labor and the Country Party regained the joint majority over the LCP which they had lost in 1949. In 1954 a split developed in the Labor Party as a result of the activities of the Industrial Groups, which had been set up the party to combat communism in the trade unions, but which had then (under the influence of B A Santamaria's Catholic Action organisation) sought to take over the party. As a result, in March 1955 18 state Labor MPs, including six MLCs, were expelled from the party and later sat as the ALP (Anti-Communist).
