VICTORIA ==================================================================== LEGISLATIVE ASSEMBLY ==================================================================== THE THIRTY-NINTH PARLIAMENT ELECTED 6 DECEMBER 1952 ==================================================================== Showing ministerial and parliamentary offices held in the period 6 December 1952 and 28 May 1955 Voting figures are taken from "Votes and Proceedings of the Legislative Assembly." Party affiliations are taken from "The Argus." Labor scored its best-ever result in Victoria at this election, winning a majority of seats in the Legislative Assembly for the first time. Labor was helped by the split in the Liberal Country Party over electoral reform and the unpopularity of the Menzies federal Coalition government. The Country Party's campaign against a more equal distribution of seats did not prevent Labor picking up Ballarat, Mildura, Ripon and Warrnambool. With the defeat of the McDonald ministry, the Country Party left office, having dominated Victoria politics (thanks to the electoral malapportionment that gave it disproportionate representation) since the early 1920s. The Country Party and its successor the National Party were not to hold office in Victoria again for 40 years. Tom Hollway had abandoned Ballarat to oppose the LCP leader Les Norman at Glen Iris, which he easily won. His Electoral Reform League won four seats. The LCP chose Trevor Oldham as their new leader. Oldham was killed in a plane crash in May 1953. Henry Bolte then became LCP leader. John McDonald retired as CP leader in April 1955 and was succeeded by Sir Herbert Hyland. In June 1953 the government passed the Electoral Districts Act, which provided that electoral districts for the Legislative Assembly should be based on the Commonwealth Electoral Divisions, on a formula known as "two-for-one." The bill passed the Legislative Council with the support of two Electoral Reform members. New boundaries were proclaimed in March 1954. This ended a century of gross disparity between urban and rural electorates. In 1954 a split developed in the Labor Party as a result of the activities of the Industrial Groups, which had been set up the party to combat communism in the trade unions, but which had then (under the influence of B A Santamaria's Catholic Action organisation) sought to take over the party. As a result, in March 1955 18 state Labor MPs* were expelled from the party and later sat as the ALP (Anti-Communist). In May they crossed the floor to defeat the Cain government, bringing about an early election. * MLAs Barry (Carlton), Corrigan (Port Melbourne), D'Arcy (Grant), Fewster (Essendon), Hayes (Melbourne), Lucy (Ivanhoe), Morrissey (Mernda), Murphy (Hawthorn), O'Carroll (Clifton Hill), Randles (Brunswick), Scully (Richmond) and White (Mentone), and MLCs Bailey (Melbourne West), Brennan (Monash), Coleman (Melbourne West), Jones (Doutta Galla), Little (Melbourne North) and Sheehy (Melbourne). This substantially lowered the statewide total, and also the statewide totals for Labor and the Country Party. If every seat had been contested by both major parties, Labor would certainly have polled a majority of the primary vote.
