VICTORIA ==================================================================== LEGISLATIVE ASSEMBLY ==================================================================== THE THIRTY-EIGHTH PARLIAMENT ELECTED 13 MAY 1950 ==================================================================== Showing ministerial and parliamentary offices held in the period 13 May 1950 and 6 December 1952 Voting figures are taken from "Votes and Proceedings of the Legislative Assembly." Party affiliations are taken from "The Argus." Labor regained some of seats lost in 1947 at this election, but the Liberal Country and Country parties won a comfortable majority between them, with the LCP improving its position while the CP lost seats. But the CP leader John McDonald refused to renew the coalition with the LCP, and instead formed a minority CP government with Labor backing. Labor's price for this was the introduction of adult suffrage for the Legislative Council. As a result, in the June 1952 Council election, Labor won an unprecedented 11 of the 17 seats up for election. The LCP leader Tom Hollway retaliated by proposing the abolition of the rural weighting in the distribution of Legislative Assembly seats, which would have reduced the number of CP members. This was also Labor policy. But the LCP's rural wing, led by Henry Bolte, rejected this policy, and in December 1951 Hollway was replaced as LCP leader by Leslie Norman. In July 1952 Labor withdrew its support for McDonald when he refused to agree to a redistribution of seats, and John Cain again became Opposition Leader. But the government survived when Norman persuaded a majority of LCP members to support it. Hollway then formed an Electoral Reform group in opposition to Norman's policy, and in September 1952 he and seven supporters* were expelled from the LCP. In October Hollway's two supporters in the Legislative Council voted with Labor to block supply. McDonald then resigned, and Hollway's group formed a minority government. The next day the Liberal Country and Country parties joined to defeat Hollway in the Assembly, and Hollway in turn resigned. In October 1952, his supporters in the Legislative Council voted with Labor to deny supply to the McDonald Government. McDonald resigned, and Hollway formed a government consisting of himself and his seven supporters. The next day his government was defeated on a vote of confidence by the combined Liberal Country and Country parties, and McDonald then resumed office.
