VICTORIA ==================================================================== LEGISLATIVE ASSEMBLY ==================================================================== THE THIRTY-SIXTH PARLIAMENT ELECTED 10 NOVEMBER 1945 ==================================================================== Showing ministerial and parliamentary offices held in the period 10 November 1945 to 8 November 1947 Voting figures are taken from "Votes and Proceedings of the Legislative Assembly." Party affiliations are taken from "The Argus." Voters delivered their verdict on the factionalism of both the Liberal and Country parties by giving Labor its best-ever result, only two short of a majority. Although the Country Party vote rose, the party lost seven seats, mainly because of the redistribution, but also because Labor polled well in country seats, winning nine. The Liberals won only one country seat, and failed to make good the gains offered to them in Melbourne by the redistribution. Three of the Macfarlan group held their seats and two other middle-class seats went to independents. The 1945 redistribution abolished four Melbourne seats and created 11. It abolished 17 country seats while creating 10. There was therefore a net transfer of seven seats from the country to the Melbourne area.* John Cain was able to form a minority government which held office throughout this parliament. Albert Dunstan retired as Country Party leader and was succeeded by John McDonald, who became Leader of the Opposition. Tom Hollway continued to lead the Liberals. In 1947 Cain fell victim to federal politics when the conservative majority in the Legislative Council blocked supply as a protest against the federal Labor government's plan to nationalise the banks. Cain's government had no redress against this unprecedented abuse of the Council's powers, and in November 1947 he was forced to the polls. * Melbourne seats abolished: Boroondara, Flemington, Heidelberg, Nunawading (4) * Melbourne seats created: Box Hill, Camberwell, Elsternwick, Glen Iris, Ivanhoe, Malvern, Mentone, Moonee Ponds, Preston, Scoresby, Sunshine (11) * Country seats abolished: Bulla and Dalhousie, Castlemaine and Kyneton, Goulburn Valley, Gunbower, Kara Kara and Borung, Korong and Eaglehawk, Lowan, Maryborough and Daylesford, Ouyen, Port Fairy and Glenelg, Stawell and Ararat, Upper Goulburn, Upper Yarra, Walhalla, Wangaratta and Ovens, Waranga, Warrenheip and Grenville (17) * Country seats created: Borung, Goulburn, Korong, Mernda, Midlands, Murray Valley, Portland, Rainbow, Ripon, Shepparton (10) SUMMARY OF VOTES AND SEATS ==================================================================== Voters enrolled: 1,276,949 Total votes cast: 896,561 70.2 Informal votes: 18,689 02.1 Formal votes 877,872 97.9 -------------------------------------------------------------------- Party Votes % Seats -------------------------------------------------------------------- Liberal Party 197,898 22.5 -00.8 10 -03 Ministerial Liberals 29,276 03.3 3 Country Party 163,940 18.7 +04.3 18 -07 Labor Party 360,079 41.0 +05.5 31 +09 Others 126,789 14.4 3 -02 -------------------------------------------------------------------- Total 877,872 65 -------------------------------------------------------------------- Ten members were returned unopposed, eight Labor and two Liberal.
