Party affiliations are taken from "The Argus." Albert Dunstan's early election produced what "The Age" called an "emphatic declaration for reform," referring to the government's attempts to reform the Legislative Council. This was something of an exaggeration. The Country Party made no gains, while Labor gained three seats from the United Australia Party. But Labor failed to win key suburban seats like Prahran and Heidelberg. As a result Tom Tunnecliffe retired as Labor leader and was succeeded by John Cain, who renewed the alliance with the Country Party. In December the Council, with a very bad grace, passed a watered-down version of Dunstan's reform bill. Throughout this term Dunstan was in conflict with the Country Party organisation led by Albert Hocking. To pre- empt challenges from within his party (and to avoid clashing with the federal election due in September), Dunstan called another early election in March 1940.
