VICTORIA ==================================================================== LEGISLATIVE ASSEMBLY ==================================================================== THE TWENTY-EIGHTH PARLIAMENT ELECTED 26 JUNE 1924 ==================================================================== Showing ministerial and parliamentary offices held in the period 26 June 1924 to 9 April 1927 Voting figures are taken from "Votes and Proceedings of the Legislative Assembly." Party affiliations are taken from "The Argus." Sir Alexander Peacock's government suffered a heavy defeat at this election, with the Nationalists winning only 18 seats. Labor had its best result yet, but still short of a majority. The balance was held by the Country Party and five Liberals who had split with the Nationalists over electoral redistribution. Labor made various promises to the Country Party, and G M "Mick" Prendergast was able to form a minority Labor government. In November the Country Party withdrew its support, and the Country Party leader John Allan became Premier in coalition with the Nationalists. This caused splits in both parties, with Albert Dunstan forming the Country Progressives and the Australian Liberals seceding from the Nationalists. This election marked 20 years since the last redistribution of electorates in 1904. Because of rapid urban growth, the disparity between the urban and rural electorates had become grotesque. By 1924 Boroondara had 63,123 enrolled voters while Grenville had 4,256. The Country Party had blocked all efforts to redress this imbalance. The main loser from this was not Labor, since it was able to win a share of the small regional seats, but the Melbourne middle-class, which was cooped up in six large suburban seats* with a total of 205,000 voters, while the Country Party's 13 seats had 126,000 voters between them. A redistribution act was finally passed in 1926. * Boroondara, Brighton, Hawthorn, Prahran, St Kilda and Toorak.
