VICTORIA ==================================================================== LEGISLATIVE ASSEMBLY ==================================================================== THE TWENTY-FIFTH PARLIAMENT ELECTED 15 NOVEMBER 1917 ==================================================================== Showing ministerial and parliamentary offices held in the period 15 November 1917 to 21 October 1920 Voting figures are taken from Colin A Hughes and B D Graham, "Voting for the Victoria Legislative Assembly 1890-1964," ANU Press 1975. Candidates' given names are taken from "The Age." Hughes and Graham classed both the supporters of the Peacock ministry and its Economy Party opponents as Nationalists. "The Age" classed them all as Liberals. But since both "The Age" and "The Argus" proclaimed the defeat of the Peacock ministry, it seems perverse to draw no distinction between the ministry and those who defeated it. I have therefore followed "The Argus" in identifying "Ministerial Nationalists" as well as Nationalists. Confusingly, however, "The Argus" identified as Ministerial Nationalists three members who had voted to censure the Peacock ministry in July, while seven members who supported the ministry in July are identified simply as Nationalists. Nevertheless, there was no doubt that Peacock had been defeated, and he immediately resigned, to be succeeded by John Bowser, the Economy Party leader. But Bowser had no great desire for office, and in March 1918 he resigned. Harry Lawson, who had been a Peacock supporter, emerged as a candidate acceptable to both factions, and held office for the rest of this parliament. Given the wartime atmosphere and the split in the Labor Party over conscription, Labor did surprisingly well at this election, losing five seats but gaining two, for a net loss of three. Only one sitting Labor member was defeated. This reflects the fact that Victorian Labor was still largely confined to its industrial base and had few marginal seats to lose. This election also marked the first appearance of what was to become a fixture of Victorian politics, the Country Party, in the form of Victorian Farmers Union candidates, of whom four were elected. SUMMARY OF VOTES AND SEATS ==================================================================== Voters enrolled: 828,230 Total votes cast: 356,999 43.1 Informal votes: 11,245 03.1 Formal votes 345,754 96.9 -------------------------------------------------------------------- Party Votes % Seats -------------------------------------------------------------------- Nationalist 162,724 47.1 29 Ministerial Nationalist 39,295 11.4 14 -------------------------------------------------------------------- Combined Nationalist 202,019 58.4 +05.0 43 +01 -------------------------------------------------------------------- Labor Party 111,637 32.3 -06.6 18 -03 Victorian Farmers Union 21,183 06.1 4 +04 Others 10,905 03.2 - -02 -------------------------------------------------------------------- Total 345,754 65 -------------------------------------------------------------------- 1. Thirteen members were returned unopposed, seven Nationalist and six Labor. This substantially reduced statewide turnout. Since all the unopposed Labor members sat for urban seats (which had larger enrolments than country seats*), this also reduced the Labor share of the statewide vote. 2. All candidates identified as Nationalists by Hughes and Graham, except those identified by "The Argus" as Ministerial Nationalists, are counted as Nationalists for this table. This has the effect of increasing the Nationalist vote, since eight seats were contested only by competing Nationalists. * The six uncontested Labor seats had a combined enrolment of 83,219. The seven uncontested Nationalist seats had a combined enrolment of 77,635.
