John Murray's Liberal government was elected with a large majority, but the instability within the Liberal camp continued, actually made worse by the lack of serious opposition from the Labor Party. In May 1912 Murray resigned in favour of William Watt, who was the driving force in the government. In December 1913 Watt resigned when his rural backbenchers rebelled against his electoral reform bill. George Elmslie led Victoria's first Labor government for two weeks until the Liberals resolved their differences and Watt resumed office. In June 1914 he resigned again, to enter federal politics, and Sir Alexander Peacock regained the premiership. This was the first Victorian election at which the preferential voting system was used. Preferences were distributed only when, and only to the extent that, this was necessary to determine the result. For seats where there were more than two candidates but where preferences were not distributed, an estimated two-candidate majority is given, indicated by the symbol "e". At this time members of either house who accepted office as ministers were required to resign their seats and seek re-election. When the Elmslie Labor government took office in December 1913, this meant that no members of the ministry were present in Parliament when the Opposition moved a confidence motion against it. This was widely seen as unfair, and led to an agitation for the abolition of ministerial by-elections. An act to the effect was passed in September 1914 and came into effect in February 1915. This was the first general election at which women had the vote.
