Voting figures are taken from Colin Hughes and Don Aitkin, "Voting for the Australian state upper houses, 1890-1984," ANU Press 1986. Candidates' given names are taken from "The Argus." In 1904 there was a redistribution of boundaries in both houses of the Parliament. The Legislative Council was reduced from 48 members (14 Provinces each electing either three or four members) to 34 members (17 Provinces each electing two members). As a result, all members of the Legislative Council were required to seek re- election. Twelve members of the old Council retired and eight were defeated, leaving 28 members of the old Council who were re-elected. In each Province the first member elected received a six-year term, the member second elected received a three-year term. Where candidates were elected unopposed, seniority was determined by lot. Each voter could cast two votes. The number of votes cast may therefore may be up to twice the number of enrolled voters. As a result of the lowering of the property requirement to vote for the Council, Labour contested a Council election for the first time, winning two seats. Following the 1903 railway strike, the Irvine Government created a separate Council Province for public servants and railway workers. This was abolished in 1907.
