VICTORIA ==================================================================== LEGISLATIVE ASSEMBLY ==================================================================== THE TWENTIETH PARLIAMENT ELECTED 1 JUNE 1904 ==================================================================== Showing ministerial and parliamentary offices held in the period 1 June 1904 to 15 March 1907 Voting figures are taken from Colin A Hughes and B D Graham, "Voting for the Victoria Legislative Assembly 1890-1964," ANU Press 1975. Candidates’ given names are taken from "The Argus." Hughes and Graham classed candidates as Ministerial (supporters of the Bent government), Opposition (Liberals who rejected the Bent policy), and Labour. The Bent government was re-elected with a modest majority, but in the new era of increased party cohesion it proved a stable one, and Bent retained office throughout this parliament. In 1907 the former Opposition leaders Mackinnon and Peacock joined the government, creating a two-party system. Labour then became the official opposition. Following the 1903 railway strike, the Irvine Government created two separate Assembly districts, one for public servants and one (electing two members) for railway workers. These were abolished in 1907. As part of the reform programme passed by the Irvine and Bent governments, the Legislative Assembly was reduced from 95 to 68 members, all (apart from the Railway Officers members) elected from single-member seats. This makes it possible for the first time to show a table of statewide results. SUMMARY OF VOTES AND SEATS ==================================================================== Voters enrolled: 277,006 Total votes cast: 149,500 54.0 Informal votes: 1,498 01.0 Formal votes 148,002 99.0 -------------------------------------------------------------------- Party Votes % Seats -------------------------------------------------------------------- Ministerial 55,655 37.6 35 Independent Ministerial 7,552 05.1 2 Opposition 34,808 23.5 12 Labour 43,502 29.4 18 Others 6,485 04.4 1 -------------------------------------------------------------------- Total 148,002 68 -------------------------------------------------------------------- 1. Twelve members were elected unopposed, reducing the statewide turnout figure. Of these, 11 were Ministerialists and one was Labour. This substantially reduced the Ministerialist statewide vote total. 2. A few seats were contested by several Opposition candidates. In these seats I have treated the leading candidate as the Opposition candidate and the others as independents. 3. The independent member was George Sangster, who retained Port Melbourne as an independent Labour candidate. He rejoined the Labour Caucus after the election.
