VICTORIA ==================================================================== LEGISLATIVE ASSEMBLY ==================================================================== THE SIXTEENTH PARLIAMENT ELECTED 20 SEPTEMBER 1894 ==================================================================== Showing ministerial and parliamentary offices held in the period 20 September 1894 to 14 October 1897 Voting figures are taken from Colin A Hughes and B D Graham, "Voting for the Victoria Legislative Assembly 1890-1964," ANU Press 1975. Candidates' given names are taken from "The Argus." Hughes and Graham, following "The Age," classed candidates as Ministerial, Opposition or "Liberal and Labour," meaning candidates who ran as Liberals with Labour support. "The Argus" unhelpfully chose to class them according to their views on the tariff issue, although it did clearly identify Labour candidates, which "The Age" did not. All Opposition candidates were Liberals. Most Ministerial candidates were Conservatives, but where I am aware that a Ministerial candidate classed himself as a Liberal this has been noted. The Conservative-dominated ministry of James Patterson was heavily defeated at this election, with most of its Liberal supporters losing their seats to Opposition Liberal candidates. "The Age" crowed: "The victory of Liberalism is complete and crushing; Conservatism is decimated; and Free Trade Toryism will hide its head again for the next decade." George Turner formed a Liberal ministry that held office throughout this Parliament, although Victoria's slow recovery from depression prevented any radical legislation. Labour made no progress, winning 11 seats as in 1892 (counting William Beazley and Edgar Wilkins, who were elected at Collingwood as Liberals but were Labour Party members.) It will be noted that enrolments in most seats at this election were lower than those in 1892, in some cases substantially so. (The enrolment for Collingwood was 7,018 in 1892 and 4,868 in 1894.) This was the result of the Purification of the Rolls Act of 1891, or rather of its zealous enforcement under the Patterson government, which had the (intended) effect of disfranchising large numbers of voters, mostly working-class, who had changed their residence in the year before the election. "The Age" characterised this as "the vile devices of disfranchisement by means of the shameful Rolls Bill."
