Elected members are classified, according to a list published in "The Argus" on 23 April 1874, as Ministerial, Opposition, or Doubtful. Lists published in "The Age" on 18 March, 2 April and 17 April 1874 classified nearly all candidates as "For or Against the ministerial scheme of constitutional reform," or Doubtful. For elected members I have followed the list in "The Argus", but I have also noted the classifications given by "The Age." James Francis won the election on a platform of constitutional reform, but ill-health forced him from office in July. He was succeeded by George Kerferd, a more moderate figure who accepted that the Council would not allow itself to be reformed. This was rejected by his more radical supporters led by Graham Berry. When Kerferd resigned in August 1875 over a defeat on the budget, Berry formed a new radical ministry. But the moderate liberals refused to support Berry and he was forced to resign in October. Sir James McCulloch then returned to office, and remained there until the May 1877 elections.
