TASMANIA ======================================================================== HOUSE OF ASSEMBLY ======================================================================== THE FORTY-THIRD PARLIAMENT ELECTED 24 FEBRUARY 1996 ======================================================================== The Forty-Third Parliament was opened on 23 April 1996 and was dissolved on 29 July 1998. Biographies of elected members are from the Tasmanian Parliament website. Summary ------------------------------------------------------------------------ Ray Groom's Liberal government suffered a severe setback at this election, with a 12% drop in the Liberal vote and the loss of three seats. Two were lost to Labor and one to an ex-Liberal federal MP, Bruce Goodluck. Labor staged a strong comback from its heavy defeat in 1992, gaining two seats from the Liberals and one from the Greens. This left the Liberals with 16 seats and Labor with 14. The four Greens and Goodluck held the balanace of power. Both Groom and Labor leader Michael Field had promised not to go into government dependent on the Greens, and both stuck to their promises. Groom resigned and Field declined to take office. Tony Rundle then negotiated an agreement with the Greens and formed a minority Liberal government. In July 1998 the Liberals and Labor voted together to reduce the size of the House of Assembly from 35 to 25 and the Legislative Council from 19 to 15. This raised the quota for election to the House from 12.5% to 16.7%, making it harder for the Greens to win seats and (it was hoped) making minority government less likely. Once the bill was passed, Rundle called an immediate election. Field resigned as Labor leader in April 1997 and was succeeded by the former union official Jim Bacon, who had begun his career as a Maoist student leader.
