TASMANIA ======================================================================== HOUSE OF ASSEMBLY ======================================================================== THE NINETEENTH PARLIAMENT ELECTED 25 MARCH 1916 ======================================================================== The Nineteenth Parliament was opened on 16 May 1916 and was dissolved on 5 April 1919 Sources ------------------------------------------------------------------------ Voting figures are taken from the "Report on General Election 25th March 1916", presented to the Chief Secretary in September 1916. Unfortunately, in some places the tables in this report showing the distribution of preferences defy comprehension, and I have been forced to supplement them with newspaper accounts. Biographies of elected members are from Bennett and the Tasmanian Parliament website. Candidate full names are from the Hobart "Mercury", 23 March 1916. Summary ------------------------------------------------------------------------ John Earle's Labor government was returned with 14 seats at this election, failing to retain the fourth seat in Denison it had gained at the 1914 by-election. The Liberals won 15 seats and the dissident Liberal Whitsitt was re-elected. Earle immediately resigned, and Walter Lee formed a Liberal government. Tasmanian Labor was severely affected by the split in the federal party over conscription. In November 1916 Earle resigned from the Labor Party, and was succeeded as Labor leader by Joe Lyons. In March 1917 the Nationalist federal government appointed Earle to a Senate vacancy, and the Nationalists won the subsequent Franklin by-election. Charles Howroyd (Bass) also resigned in March, and was elected to the federal seat of Darwin as a Nationalist. The Nationalists also won this by-election. In July three more Labor members - James Belton and Ben Watkins (Darwin) and Walter Woods (Denison) – resigned, in order to contest the 1917 federal election. All were defeated. Belton and Woods then contested the by-elections caused by their own resignations. Belton regained his seat, but the other two by- elections went to the Nationalists. Thus by August 1917 the Nationalists held 19 seats to Labor's 10, with Whitsitt holding the 30th seat. These by-elections showed that the principle of proportional representation, established by the Hare-Clark system, could not be maintained if vacancies were filled by by-elections, since the majority party in any given District would always win them. As a result, in 1919 by-elections were abolished. Vacances were henceforth to be filled by a countback of votes from the preceding general election.
