TASMANIA ======================================================================== HOUSE OF ASSEMBLY ======================================================================== THE SIXTEENTH PARLIAMENT ELECTED 30 APRIL 1909 ======================================================================== The Sixteenth Parliament was opened on 29 June 1909 and was dissolved on 4 April 1912 Sources ------------------------------------------------------------------------ Voting figures are taken from the "Report of the Committee on the General Election, 1909", presented to the Chief Secretary on 18 August 1909. On the distribution of preferences, however, this report is sometimes unclear, so I have also used newspaper accounts, namely: Bass: "Launceston Examiner", 5 May 1909 Darwin: "Zeehan and Dundas Herald", 5 May 1909 Biographies of elected members are from Bennett and the Tasmanian Parliament website. Candidate full names are from newspaper reports. Summary ------------------------------------------------------------------------ In 1907 the Tasmanian Parliament passed legislation adopting the Hare- Clark system of election. The system was named for the English electoral reform advocate Thomas Hare and Tasmanian Attorney-General Andrew Clark, who introduced it to Tasmania. Under the new system, the state was divided into five Divisions (corresponding to the five federal electorates), each of which elected six members to the House of Assembly. Voters were required to vote for at least three candidates by numbering their ballot paper in order of their preference. A quota for election was one-seventh (14.3%) of the vote. Any candidate polling a quota was declared elected, and their surplus votes distributed among the other candidates in accordance with the voter's preference. If no candidate had a quota, the lowest-polling candidates were eliminated in order and their votes distributed, until six candidates achieved a quota, or until only six were left in the count. The Evans ministry, now under the banner of the Anti-Socialist party, was returned with 17 seats, to Labour's 12 and one Liberal Democrat. The Labor Leader John Earle thus became Leader of the Opposition. Evans retired through ill-health after the election, and former Premier Sir Elliott Lewis formed a new ministry. But the majority party was far from united, and in October Lewis was defeated on a vote of confidence, with five Anti-Socialist members* voting with the 13 Opposition members. Earle then formed Tasmania's first Labour government. This government was in turn defeated after a week in office, and Lewis's reunited party returned to office. This ministry survived until the 1912 election. * Best, Evans, Ewing, Rattle and Whitsitt. Crowther and Davies did not vote. It will be seen that the major consequence of the new election system was to consolidate support for the two major parties and squeeze out the independent members.
