TASMANIA ==================================================================== HOUSE OF ASSEMBLY ==================================================================== THE FOURTEENTH PARLIAMENT ELECTED 2 APRIL 1903 ==================================================================== The Fourteenth Parliament was opened on 21 May 1903 and expired on 2 March 1906 Sources -------------------------------------------------------------------- Figures are taken from Hughes and Graham, "Voting for the South Australian, Western Australian and Tasmanian lower houses, 1890- 1964." Biographies of elected members are from Bennett and the Tasmanian Parliament website. I have checked the figures in Hughes and Graham against the newspaper reports, which has enabled me to correct a number of errors. Where there are only minor differences between Hughes and Graham's figures and the newspaper figures, I have used Hughes and Graham. I have calculated all percentages myself, since there are numerous errors in Hughes and Graham. Unfortunately, Hughes and Graham give only candidate initials. Candidate full names have been sourced from newspaper reports. Summary -------------------------------------------------------------------- In 1901, following Federation, there was a redistribution which reduced the House of Assembly to 35 members, all elected from single-member seats. This temporarily ended Tasmania's experiment with proportional representation. The redistribution reduced the disparity in enrolments between urban and rural seats, with the glaring exception of the three west coast mining seats (Lyell, Queenstown and Zeehan). These seats had a combined enrolment of 9,277, which should have entitled them to seven or eight seats. It was evident, however, that because of the transient population of this district, the electoral rolls greatly overstated the actual number of voters. This was shown by the very low turnout in these districts at this election. The conservative Lewis ministry was heavily defeated at this election, with only six declared ministerial supporters elected. Ten ministerial members were defeated, including the Premier and his two lower house Cabinet colleagues, Bird and Mulcahy. The liberal opposition won 19 seats, and could usually count on the support of the three Labour members. The liberal leader, William Propsting, formed a ministry. In July 1904, facing obstruction in the Legislative Council, Propsting sought a dissolution, which was denied. He then resigned, and John W Evans formed a new liberal ministry, which survived until the 1906 election. Labour contested its first election, running in five seats and easily winning the three west coast mining seats The return to single-member seats makes it possible to produce a table showing statewide results.
