From 1829 the Governor was advised by an appointed Legislative Council. In 1851 the Council was expanded to include 17 elected members. In 1855 the British Government agreed that the colony should have full responsible government. This was proclaimed in Hobart on 31 October. The first election took place in September 1856. Thirty members of the House of Assembly were elected for five- year terms from 24 constituencies: Hobart Town elected five members and Launcaston three. In October fifteen members of the Legislative Council were elected from 12 constituences: Hobart elected three members and Tamar (Launceston) two. There were 10,859 enrolled voters: only white men over 21 who met a property franchise could vote. On 1 November Henry Champ took office as the first Premier of Tasmania (as the colony had been renamed on 1 January). There were no political parties and no reliable parliamentary majority. As a result there were five successive ministries during this Parliament. Since under the electoral law at this time members had to resign their seats and seek re-election on acceptance of ministerial office, this meant frequent by-elections.
