QUEENSLAND ==================================================================== LEGISLATIVE ASSEMBLY ==================================================================== THE FORTY-SIXTH PARLIAMENT ELECTED 2 DECEMBER 1989 ==================================================================== The Forty-Sixth Parliament was opened on 27 February 1990 and dissolved on 25 August 1992. Summary -------------------------------------------------------------------- Wayne Goss led Labor to a convincing victory at this election, which saw Labor return to government after 32 years in opposition. Labor won a majority of the primary vote for the first time since 1953 (a feat it has not managed since), and a comfortable majority of seats. Labor took seats in all parts of the state, from Barron River in the far north to Cooroora on the Sunshine Coast. Labor swept the Brisbane area, winning six seats from the Nationals and six from the Liberals. Russell Cooper's National Party government was routed, winning less than a quarter of the vote and losing nearly half its seats. The National Party vote in Brisbane, won at the height of the Bjelke- Petersen era, collapsed, and the Nationals were reduced to their original base in the rural areas. The Nationals lost six Brisbane seats to Labor and two to the Liberals. Cooper stayed on as Nationals leader until December 1991, when he was succeeded by Robert Borbidge. The Liberal Party had a paradoxical result, seeing its vote increase (all at the expense of the Nationals) while suffering a net loss of one seat. It lost seven seats to Labor while winning six from the Nationals, although its narrow win in Nicklin was later overturned. Two former Liberal leaders, Sir William Knox and Terry White, lost their seats. Liberal leader Angus Innes resigned in May 1990 and was succeeded by Dr Denver Beanland. In November 1991 he was successfully challenged by new MLA Joan Sheldon, who supported renewing the coalition with the Nationals. The Greens made their first appearance at this election, contesting six seats, all in affluent inner-city seats. Their best result was 9.6% at South Brisbane. Labor came to power determined to reform Queensland's election system. The belief that the "Bjelkemander" had robbed Labor of victory during its 32 years in opposition had become established mythology, but is not correct. There was no election between 1957 and 1986 which Labor would have won if all electorates had had equal enrolments. The malapportionment resulting from the zonal system (introduced by Labor in 1947 and refined by Coalition governments) certainly disadvantaged voters in Brisbane and the provincial cities, while advantaging voters in the country and particularly in the far west and north. This allowed the Country / National Party to retain its edge over the Liberals. But the real reasons Labor could not win elections in this period were political (the effects of the 1957 split and a succession of mediocre leaders) and demographic (the decline of Labor's traditional base in the rural workforce and the rapid growth of Brisbane suburbia and the Gold and Sunshine Coasts, where Labor failed to win seats).
