QUEENSLAND ==================================================================== LEGISLATIVE ASSEMBLY ==================================================================== THE FORTY-FIFTH PARLIAMENT ELECTED 1 NOVEMBER 1986 ==================================================================== The Forty-Fifth Parliament was opened on 17 February 1987 and dissolved on 2 November 1989. This report includes enrolment figures, lists of polling places, and full names and party affiliations of candidates. The 1986 redistribution -------------------------------------------------------------------- Rapid population growth in south-eastern Queensland led to another redistribution in 1986. The Legislative Assembly was enlarged from 82 to 89 members, allowing new seats to be created in the south-east without abolishing any country seats. Four seats in inner suburban Brisbane – Ithaca (Liberal), Kurilpa (Liberal), Wavell (Liberal) and Wynnum (Labor) – were abolished, and replaced by new outer suburban seats – Logan (Labor), Manly (Labor), Moggill (Liberal) and Springwood (National). Two new seats – Currumbin and Nerang (both National) - were created on the Gold Coast, and two – Glass House and Nicklin (both National)– on the Sunshine Coast. Three new country seats – Bowen (Labor), Broadsound (National) and Tablelands (National) – were created. Townsville South and Townsville West (both Labor) were replaced by Thuringowa and Townsville East (both Labor). I have not calculated notional post-redistribution majorities for all seats, but I have noted seats which were substantially altered: Bulimba, Caboolture, Fassifern, Mount Coot-tha, Nundah, Peak Downs, Pine Rivers and Redlands. Caboolture was changed from a marginal Nationals to a marginal Labor seat. Compared to the result of the 1983 election, the party position after the redistribution was therefore: Nationals 48 (up 7), Labor 34 (up 2), Liberals 6 (down 2). The redistribution thus benefited the Nationals at the expense of both the other parties. This was mainly because of the four new National Party seats created on the Gold and Sunshine coasts, the fastest-growing areas in the state. Summary -------------------------------------------------------------------- Joh Bjelke-Petersen won his greatest victory at this election, leading the national Party into majority government in its own right for the first time. Although the Nationals' primary vote rose only slightly, they received the bulk of Liberal preferences, as well as being the main beneficiaries of the redistribution. The National and Liberal parties polled 56.1% of the vote between them. Labor lost both votes and seats, reversing the modest gains it had made in 1983. The Liberals took three suburban seats from Labor, plus (surprisingly) Mount Isa, but lost one seat to the Nationals (Merthyr, where the defector Don Lane was re-elected). The Nationals also took Townsville from Labor. This was, however, the 75-year-old Bjelke-Petersen's last triumph. His victory went to his head and he began a campaign to enter federal politics and replace the federal Coalition leaders, John Howard and Ian Sinclair. The campaign fell apart when he was unable to find a seat at the July 1987 federal election, which Labor won easily. At the same time, the Fitzgerald Inquiry into corruption in the Queensland Police soon found evidence implicating several National Party ministers, including Bjelke-Petersen. When he dismissed three ministers whom he accused of disloyalty, his parliamentary party revolted. He was deposed by the party and succeeded by one of the sacked ministers, Mike Ahern. Bjelke-Petersen had been Premier for a record 29 years and three months. Ahern inherited a bitterly divided party and a widening corruption scandal that saw several former ministers facing criminal charges. His attempts to distance the National Party from the scandal were sabotaged by Bjelke-Peterson and his supporters, who accused him of weakenss and vacillation. In September 1989, only three months before the scheduled 1989 election, he was successfully challenged by a Bjelke-Petersen loyalist, Russell Cooper. Meanwhile Labor had reacted to its eleventh successive defeat by deposing its leader Neville Warburton and replacing him with a young lawyer, Wayne Goss. This was sixth time in succession that Labor had replaced its leader following electoral defeat. Ahern interim ministry -------------------------------------------------------------------- On 1 December 1987 Ahern and his deputy Bill Gunn were sworn in as a two-person interim ministry pending the appointment of a full Cabinet on 9 December. * Ahern was Premier, Treasurer, Minister for Local Government, Minister for Main Roads, Minister for Racing, Minister for Transport, Minister for Education, Training and Technology, Minister for Water Resources, Minister for Maritime Services, Minister for Tourism, National Parks and Sport, Minister for Family Services, Youth and Ethnic Affairs, Attorney-General, Minister for Justice, Minister for Health and Minister for the Environment. * Gunn was Deputy Premier, Minister Assisting the Treasurer, Minister for Police, Minister for Works, Minister for Housing, Minister for Industry, Minister for Lands, Forestry, Mapping and Surveying, Minister for Employment, Small Business and Industrial Affairs, Minister for Primary Industries, Minister for Northern Development, Minister for Community Services, Minister for Corrective Services, Minister for Administrative Services and Valuation, Minister for Mines and Energy and Minister for the Arts.
