QUEENSLAND ==================================================================== LEGISLATIVE ASSEMBLY ==================================================================== THE SEVENTH PARLIAMENT ELECTED 4 NOVEMBER TO 4 DECEMBER 1873 ==================================================================== The Seventh Parliament was opened on 7 January 1874 and dissolved on 2 October 1878. Some polling places served more than one electorate. Summary -------------------------------------------------------------------- The liberal opposition made gains at this election. According to the "Queensland Times", there were 16 conservatives, 13 liberals and 13 neutrals or independents. When the new parliament met Arthur Palmer's conservative government was defeated. Arthur Macalister then returned to office at the head of a composite ministry which included both Sam Griffith, Lilley's successor as liberal leader, and the new conservative leader Thomas McIlwraith. Macalister resigned for health reasons in June 1876 and was succeeded by George Thorn, who transfered from the Legislative Council. Thorn's government lasted only until March 1877, when he resigned and was replaced by a strong liberal, John Douglas, who held office until the 1878 election. The Electoral Districts Act of 1872 divided the colony into 72 single-member districts. It also provided five-year terms for the Legislative Assembly, which is why there were 49 by-elections during this parliament. This was the first Queensland election for which voters did not need to meet a property qualification. All white men aged 21 and over were eligible to vote. The table published in the "Brisbane Courier" of 8 November 1873 gives not only the enrolment for each district (except the small outback seat of Burke) as of August 1973, but also the number of adult (21 and over) white men in each district, which enables us to see what percentage of eligible voters were on the electoral roll. The total white population of Queensland was 133,533, of whom 37,470 (28.1%) were eligible voters. The number on the rolls was 22,495, or 60.0% of those eligible. It should be recalled that enrolment was not compulsory at this time.
