Moreton has existed since Federation, although its boundaries have varied greatly over that time. It was orginally based on Ipswich, but since 1949 it has been a southern Brisbane suburban seat. It was initially safe for the Liberal Party, and was held for 28 years by the colourful Jim Killen. In the 1980s, however, Moreton grew more marginal as these areas declined in socio-economic terms, and it finally fell to Labor in 1990. Although Moreton has a relatively high level of median family income, a significant sign of social change is that it has Queensland's highest proportion of people born in non English speaking countries, mainly due to an influx of Chinese immigrants. This suggests that the seat is becoming an inner city multuicultural seat rather than a suburban mortgage belt seat. Garrie Gibson, the first Labor member for Moreton since 1906, was defeated in the Howard landslide of 1996. His successor, Gary Hardgrave, was a junior minister from 2001 to 2007, when he was dropped from the ministry. He was defeated at the 2007 election with a swing of 7.6% by Labor's Graham Perrett. In 2007 Labor polled 69% of the two-party vote at Rocklea, and also topped 65% at Annerley, Fairfield, Moorooka, Moorooka School and Rocklea. The Liberals polled 66% at Chelmer.
