in a second ballot in December. The challenges followed the revelation that in 1988 Hawke had agreed in front of witnesses (in the "Kirribilli agreement") to retire in Keating's favour after the 1990 elections, but had subsequently reneged on this promise. This was the first time a Prime Minister had been defeated in a leadership ballot in his own party-room.
